Unable to load files

We just upgraded our PP from 9.2 to 2017 version.
We cannot upload file to the server using the client but web port is working okay.
The error below is displayed;
Error: Unable to upload file(s). Make sure you have the permission to edit the destination and the files are not in use by any application

(Timeout receiving header from server URL: https://install_dir)/scitegic-bin/UploadFile)
The permissions are correct and file is not in use.
We will appreciate any help to resolve this issue.
